OFFICE OF THE SECRETARY

The Office of the Secretary to the Sanggunian is composed of the secretary and staff responsible for providing technical and administrative services necessary in legislative work; and is headed by the Secretary to the Sanggunian who is appointed by the City Vice Mayor. Ideally, the Secretary to the Sanggunian acts as a manager with a team of technical and administrative staff under his supervision to provide timely and relevant support to assist Sanggunian members in performing their multiple roles.
As such, in addressing the problems of the citizens of the LGU promoting the general welfare and development of the LGU and its citizens attaining the vision of the LGU for its citizens will not be realized by the local legislative body without, of course, the support services by the working staff of the office of the secretariat which is a vital tool for having an effective local legislation.
As an institution tasked to carry out a public mandate, the secretariat personnel must have a clear understanding of the vision and mission to which it belongs. As well, its work must be guided by a clear process that defines the roles of different working staff in each stage or phase.

MANDATE
|
|
Takes charge of the Office of the Secretary to the Sangguniang Panlungsod the Archives and Records and the Office of the City Public Library. The City Secretary is very important because he records the proceedings of the local legislative department that provided validity to act of the legislative body and the acts; ordinances, resolutions, concurrence, etc. these are essential in the over- all functioning of every LGU. The City Secretary aside from being custodian of records and archives and as librarian is a liaison officer between the local legislative body the LGU Chief Executive Officer.

FUNCTIONAL STATEMENT
|
|
- 1. Attend meetings of the Sangguniang Panlungsod and keeps journal of its proceedings
- 2. Keeps the Seal of the Local Government Unit of Pasay City
- 3. Records in a book kept for the purpose all ordinances and resolutions enacted and adopted by the Sangguniang Panlungsod, indicating there in the dates of passage and publication thereof
- 4. Keeps the Office of the Secretary to the Sangguniang Panlungsod and all nonĀ confidential records therein open to the public during the usual business hours.
- 5. Furnishes, upon request of any interested party and upon payment to the City Treasurer's Office of such fees as may be prescribed by ordinance, certified copies of records of public character in the custody of the Secretary to the Sangguniang Panlungsod
- 6. Translates into the dialect used by the majority of the inhabitants all ordinances and resolutions Immediately after their approval
- 7. Causes the publication of all the ordinances and resolutions translated into the dialect together with the original version immediately after the approval
- 8. Takes custody of the Local Archives and Local Library and annually accounts for the same
- 9. Exercise such other powers and performs such other duties and functions as may be prescribed by law or ordinance relative to the position of the Secretary to the Sangguniang Panlungsod
